A center of excellence empowering persons with disabilities as contributors to nation building
This statement reflects the vision for both the center and its staff and its trainees. The AVRC II, as reflected in its five-year Strategic Plan, positions itself as a center of excellence for the delivery of the vocational rehabilitation program to persons with disabilities. Enabled by this status and consistent with the Magna Carta for Persons with Disabilities, the AVRC II graduates and trainees are actively contributing to nation building.
To protect and promote the rights and welfare of persons with disabilities toward becoming self-sustaining individuals through the provision of a comprehensive vocational rehabilitation program in coordination and collaboration with stakeholders
The mission statement carries the niche of the AVRC II, the comprehensive vocational rehabilitation program. It encompasses the responsiveness to the social, psychological and mental, emotional, spiritual, economic needs of the trainees. In this way, the trainees are being molded to be independent and self-reliant.
It also recognizes that the work is being done not just by the AVRC II and DSWD alone but also with the partnership and in coordination with partners, volunteers, donors, the local government units and other stakeholders.
Improved quality of life for all persons with disabilities having attained the highest level of physical and psychosocial functioning and economic sufficiency within the bounds of their capacities and abilities
The goal statement signifies the optimism and hope of the AVRC II for its trainees. After having responded to their varying needs, the trainees are expected to develop capacities and abilities. Maximizing these capacities is key to their attainment of an improved quality of life.
General:
Achieve the highest level of physical, psychological and social functioning and economic sufficiency of which they are capable, within the bounds of the trainees’ capacities and limitations, through a wide range of social and vocational activities.
Specific:
1. Maximize the residual capacities of persons with disabilities through assessment and guidance, social adjustment, medical, vocational training and placement services.
2. Bring to a maximum function the persons’ physical, psychological, vocational, spiritual, social capacity and to encourage their integration into the community.
3. Serve as a training facility/social demonstration laboratory/resource center for students of Social Work, Psychology and other allied professions, LGUs, NGOs working with/for persons with disabilities.
4. Promote awareness of the community on the rights, needs, potentials and contributions of PWDs and special groups.
5. Participate in researches and studies on effective strategies, approaches and techniques along social and vocational rehabilitation of PWDs and special groups as well as new courses viable for employment .
We, in the Area Vocational Rehabilitation Center II of the Department of Social Welfare and Development Field Office VII, will respect, protect and promote the rights, dignity and welfare of every person. We provide equal treatment and will not discriminate against any person on the account of age, gender, religion, race, belief, political ideology and disability.
We serve our clients every Monday to Friday starting at eight in the morning to five in the afternoon without noon break. We commit to serve them promptly and with compassion in accordance with our Citizens Charter based on the Ease of Doing Business and Efficient Government Service Delivery Act. We ensure that we inform our clients accurately and in a timely manner of our actions and recommendations to their requested assistance. When there are requests or needs that we cannot respond to, we will endorse these promptly to the appropriate office.
We are polite, helpful and available to the public at all times. We will always have a staff to serve in an unbiased, proper, honest and sincere manner deserving of public trust allowing for greater confidence in public service. We accept any feedback, whether positive or negative, regarding our service, facilities and personnel and consider these in improving our services. We protect and ensure confidentiality of their information.
We abide by the laws of the State particularly those that relate to all persons with disability. We promote greater sensitivity and provide the appropriate courtesies to the persons with disabilities. We commit to increase the public’s positive regard and perceptions towards the persons with disabilities and also among persons with disabilities themselves.
All these we pledge for the welfare and in the best interest of all the persons with disabilities that we serve.
We, the AVRC II, a non-residential care facility of the Department of Social Welfare and Development Field Office 7, acknowledge that our success and achievement depend on the level of care we provide to our clients and staff.
We aim to satisfy our clients and guests every time they engage with us through consistent quality service in the delivery of our comprehensive vocational rehabilitation program and services.
We commit to:

5. continuously improve our quality and management systems to meet the requirements of international standards and comply with statutory and regulatory requirements.
This policy covers all DSWD Field Office VII staff and management, Area Vocational Rehabilitation Center (AVRC) II staff, AVRC II alumni, stakeholders, visitors, volunteers, and all individuals and organizations engaged by the center.
The AVRC II is dedicated to creating and maintaining a caring and protective environment which promotes the core values of its staff and clients. We commit to zero tolerance for any act of discrimination, bullying, exploitation, violence and all other forms of abuse, done to our clients and staff within or outside of our institution. We pledge to respond to any case of proven, alleged or attempted abuse within our sphere of influence. Our efforts ensure that mechanisms are in place to raise awareness and aid the prevention of abuse, violence and exploitation, and encourage reporting and ease of response to any violation pertaining this policy.
The center's Protection Policy, in accordance with the international, national and local policies and issuances, guarantees that:
1. all clients, specifically persons with disabilities, and staff, are respected for their inherent dignity and individual autonomy;
2. discrimination on the basis of disability, gender or economic status, by any person, organization, or private enterprise shall be condemned;
3. all clients and staff shall fully and effectively participate and be included in society;
4. differences of clients, specifically of persons with disabilities, and staff as part of human diversity and humanity are accepted and respected;
5. all clients and staff have equality of opportunities;
6. all clients, specifically persons with disabilities, are afforded with accessibility and reasonable accommodation;
7. evolving capacities and identities of all clients and staff are preserved and respected;
8. all staff and client's personal information are protected with utmost confidentiality;
9. due process is afforded to all clients and staff in the ease of response to grievance;
10. accountability is exemplified by all the clients and staff and they will be protected from retaliation.
